DOGS IN BULGARIA NEED YOUR HELP

THE LAW FOR VETERINARY MEDICAL ACTIVITY IS GOING TO BE VOTED

SUPPORT THE PROPOSALS FOR THE CHANGES, WHICH WILL PROTECT ANIMALS' RIGHTS

The Law for veterinary medical activity/LVA/ is the only legal document covering only a small part the regulations for human attitude towards animals.
BULGARIA LACKS A LAW FOR PROTECTION OF ANIMALS
Citizens inform NVMS as a controlling organ of the this law about systematic violations of its regulations. NVMS examinations find out drastic legal offences in municipality dogs' insulators. Instead of taking the necessary measures for eliminating these offences, NVMS cut away the violated regulations from the VAL.
With the amendments in the veterinary medical activity draft (VMAD), NVMS rejects the strategy of the World Health Organization for control over dog's population, neglecting the generally acknowledged method of castration and regulating euthanasia /mortification/ - a method, proved to be ineffective and dangerous for people's health.
The consequences from changing castration with euthanasia under the conditions of a long years kept overpopulation, will be at the expense of all Bulgarian's health. In contrast to euthanasia, castration is accompanied by a regular prevention of castrated dogs, which breaks the cycle of zoozone's spreadings.
Only criminal circles, who use homeless animals as a cheap resource for their illegal productions are interested in keeping dogs' population in the street.
By October 2005 the draft will be voted in the Bulgarian parliament, under No 554-01-15.
Deputies from different political parliamentary groups put forward their proposals for amendments in Chapter VII, i.e. "Protection and human attitude towards animals". These proposals are connected with eliminating the contradictions with European conventions, as well as with introducing in Bulgaria world approved practice for managing the problem with street dogs.

The agriculture committee at the National Assembly, which discusses the Veterinary-Medical Bill, has decided to drop the regulations for humane treatment of ownerless dogs. The only regulation still in effect would thus be the one from the old law, imposing the capture and killing through lethal injection of any dogs not claimed after two weeks. Please join our

I'm taking a stand on the propositions for amendments to Chapter VII "Welfare and Humane Treatment of Animals" of the Veterinary-Medical Bill introduced under No 554-01-15.

I declare my support for

the following propositions made by deputies
from different political parties: Bulgarian Socialist Party;
National Movement Simeon II; Democrats for a Strong Bulgaria:
1. Treatment and applying of regulations for protection and human attitude towards domestic and street animals according to the main principle in Art.12 of the European Convention for protection of companion animals No125/1987, ratified by the Republic of Bulgaria, State Newspaper issues 34 of 27 April 2004.
2. Introducing a unified term for "shelters" in accordance with the European Convention No125.
3. Approving the method of castration and bringing back to the place where the socialized animals live. That should be performed by municipalities and animal protection organizations. It's the most effective, stable and economically efficient method complying with the measures for control over the dog's population, recommended by the World Health Organization. / WHO-recommended control strategy, "neuter-and-return."/ WHO Expert Committee on Rabies, Eighth Report, Geneva 1992, Series No 824, WHO Consultation on Feasibility of Global Control and Elimination of Urban Rabies, Geneva, 11-13 December 1989, VPH/93.116 .
4. Use of mobile clinics for quick and mass castration in towns appointed by the local authorities and according to the funds they can use.
5. Measures in the case of systematic or gross violations of the norms of welfare and humane treatment of homeless dogs that impose:
  • temporary suspension of shelter activity;
  • suspension of the veterinarian's license.

The above mentioned amendments guarantee conditions for stopping:
  • systematic violations of European Convention regulations.
  • the attempts to discredit the National Veterinary Service, the Bulgarian Government (2001-2005), the 39-th National Assembly, who approved the requirements for human attitude towards animals in Chapter VII of the Draft for veterinary activity, No 402-01-48/24.09.2004., later being changed in Draft No 554-01-15 in contrast with European requirements and the necessities of the Bulgarian society, mentioned in a letter from National Veterinary Service, NoE-27/03.02.05
  • keeping a dog's population in the street aiming at using street dogs as a free resource for illegal productions in a civilized world!

I place my hope in your readiness to support these propositions so that they can be approved and adopted on second reading by the deputies in the 40th National Assembly.
