MORATORIUM

Dropping the Veterinary bill passages that regulate the measures for street dog control provokes outrageous violence against the animals in Bulgaria:
The only way out of the existing situation is the urgent adoption of a Moratorium or a Decree for the cessation of the killing of healthy street dogs until an animal welfare act can be passed.
NGOs have developed a strategy for bringing the dog population down under conditions of a Moratorium/Presidential Decree. The activities provided for according to this strategy will quickly and effectively reduce the population to a safe minimum.
As early as the month of May, the Greens in Europe appealed for the implementation of humane requirements with respect to the street dogs in Bulgaria! The resolution adopted at the Second Council Meeting of the European Green Party (EFGPasbl) , which took place in Riga, states that:

"The only way out of the existing situation is the speedy passing of a MORATORIUM on the killing of healthy street dogs until the law on animal protection is passed.

The European Green Party urges the Bulgarian Government to pass an emergency moratorium on the killings of healthy street dogs, until a law on animal protection has been passed.

This will be guarantee for the prospering of the existing European moral values and the promotion of tolerance, lawfulness and democracy."

Adopted resolution
on a moratorium on the killing of healthy street dogs.
For years the problem with homeless dogs in Bulgaria has been aggravating due to attempts to apply measures that have long ago proved inefficient: meaningless killings of dogs results only in their substitution by other ones, which quickly occupy the vacant territories. The parameters of a dog s reproductive capacity are well-known: for 6 years a female dog produces a breed of 67 000 dogs.
Following the requirements of the European Union, a bill on the veterinary-medical activities has been prepared, which regulates the only successful strategy for coping with the "street dogs" phenomenon by applying the method of "castration and return to the same place".
The final passing of the law, which has already been approved by the Bulgarian Parliament, will only come about at the end of this year - after the national elections, scheduled in June.
This delay encourages cruel assaults against the dogs in Bulgaria:
- Exterminating the dogs which have been brought to the dog pounds (kennels), where the law is outrageously violated;
- Terror against dogs, first killing of the castrated ones, which leads to an exceedingly rapid rise in the dog population;
